Canon EOS 5D Mark II Firmware Update
The British Journal of Photography is reporting that Canon is now saying that they will indeed release a firmware update for the Canon EOS 5D Mark II that will bring 24 fps and 25 fps framerates to 1080p HD video recording.
‘Canon currently expects the firmware update to be made available during the first half of 2010. An announcement regarding details of the update and its availability will be made closer to the release date.’

I’m rather surprised this hasn’t been done already, given it’s now found on the EOS 7D and EOS 1D Mark IV, so I’ll assume it has something to do with the full frame sensor used in the EOS 5D Mark II.
